fill black color in background layer. extract water splash images from other images. using selection tool is a good idea while extracting water splash from another images. or you can simply search on google using the word " water splash brushes for photoshop ". now place the water splash images where ever you want. save it as jpeg image. remember your image must be of high resolution so that  water splash and water drops can have detailed visible pixels.
