how to make this wallpaper:
fill ash color in the background layer. try to get a grungy effect on background layer. use patterns or grunge brushes with low opacity. now use a historical circle brush in a new layer. open layer options for the circle layer. use outer bevel and also use outer glow with red color. adjust outer glow opacity.
that is it. your wallpaper is ready.
