first fill background with black color. select eye shape brush with foreground color as red because red looks vibrant on black background. place it where you want. try outer glow with lite red color or white color.adjust measurements so that you will get a good looking images.outer glow is a layer option.it will be available in layer options panel.now select a love shape brush and place exactly at the middle of round shape at the center of the eye.
